The numbers of the name are actually 7,3,3,23. Using typical cryptology logic that means that the two middle letters are the same, whether they be vowels or consenants. So the name could be Anne, Boon, Cook, Olly, Saal, but not Elle as the first and last letters are different. I guess it could spell Elli or Elly but she never showed much interest in music, jazz or even literary study, so I don't see her writing so cryptically and poetically. Drucker is totally cryptic and loves being hidden. Perhaps he has re-emerged with another "handle" or alias. I know nothing of reading notation of either music nor of literary works.
As to the notion of Arthur Petrelli having any powers at all, if you read the "War Buddies" saga, you'll see that Arthur had no powers of his own; he met Linderman during his time in the Army.
